The project area covers approximately 1,148 square miles of urban and rural areas. The LiDAR data were acquired following guidance to achieve a US Geological Survey (USGS) Quality Level 2 (QL2) standard. Nominal point cloud density is 3.1 points per square meter. LiDAR acquisition was captured under normal ground conditions. The LiDAR acquisition platform for the project was a turbocharged Cessna 206 equipped with an Optech Galaxy T2000 LiDAR sensor, collecting multiple return x, y, and z values. A single series of these classified point cloud data were created and tiled into a project tiling scheme. Classified (categorized) point cloud datasets for the project cover 4,621 individual data tiles established for data processing and deliverable derivative products. Purpose: The purpose of this project is to support activities throughout the City of Lubbock, including but not limited to Geographic Information Systems data maintenance, urban, community and regional planning; project and infrastructure planning; project reporting; floodplain mapping; stormwater management; vegetation analysis; change detection; and initial project reviews. Supplemental_Information: Data produced in this project area include LAS classified point cloud and derivative surface format tiles base upon a project tiling scheme. Project tasks included: 1) Data Capture of aerial LiDAR point cloud data 2) Project Control, 2) LiDAR point cloud classification, 3) breakline development for specific feature conditions related to hydro characteristics, 5) Quality Review and 6) Delivery Preparation. A total of 4,621 tiled files for each elevation deliverable were produced to cover this area. The flight design achieved a nominal ground resolution sufficient for developing USGS QL2 minimum specification point cloud. In addition to airborne Global Positioning System (GPS) control and Inertial Measurement Unit (IMU) data, ground control were acquired under the supervision of a licensed Texas surveyor at sufficient density and accuracy to support production of digital elevation to the required specifications. Both automated and manual interpretation of these sources contribute to the classification of the point cloud. Completeness_Report: Deliverable data tiles were inspected to ensure complete terrain data coverage to the extent possible with overlapping LiDAR strip data within individual tiles. Therefore data tiles may be comprised of multiple flight line data sources including classified LiDAR point data. Sources covering the site are defined by flight line index information. The resulting elevation digital product tiles are a square. Positional_Accuracy: Vertical_Positional_Accuracy: Vertical_Positional_Accuracy_Report: Nonvegetated Vertical Accuracy (NVA) is defined as the elevation difference between open, unobstructed, typically hard-surface ground surveyed static points and the elevation of the LiDAR surface at that same horizontal location. The vertical accuracy was tested, dependent on the quadrant, with surveys located in open terrain. Quantitative_Vertical_Positional_Accuracy_Assessment: Vertical_Positional_Accuracy_Value: 0.076 Vertical_Positional_Accuracy_Explanation: Nonvegetated Vertical Accuracy (NVA) is defined as the elevation difference between open, unobstructed, typically hard-surface ground surveyed static points and the elevation of the LiDAR surface at that same horizontal location. The vertical accuracy was tested with existing field control surveys located in open terrain. There were 163 survey check points distributed throughout the project work area in vegetated and non-vegetated locations. The RMSEz of tested values over the NVA area is 0.202 ft and VVA RMSEz is 0.296 ft. Tested 0.395 ft at 95 percent confidence level in open terrain using NVA RMSEz x 1.9600. Project acquisition with LiDAR sensors was organized into east/west flight lines and perpendicular cross flight lines as needed. Data acquisition across the project was designed to achieve a minimum of 3 points per square meter density. Process_Step: Process_Description: 1. LiDAR Calibration/Automatic Classification. After initial data post processing, point cloud data processing included calibration to project ground control and initial automated classification of point cloud data. LiDAR data were inventoried and tested for preliminary vertical accuracy verification against project control. Point cloud source data were processed initially as ground (class 2) or non-ground points (class 1) through automated means in TerraScan® and classification refined using other automated techniques. Process_Date: 202106 Process_Step: Process_Description: 2. Production Staging. Analysis of point cloud data was conducted to produce full production tile sets. This inventory step ensured that overlapping production tiles were considered to provide for a consistent production tiling scheme without overlap. Once a production tiling scheme was organized, a full set of quality control (QC) shaded relief products were derived from the initial automatic classification using Geospatial Data Abstraction Library (GDAL) Utilities. Data processing priorities were established to initial focus on urbanized and vegetated areas. Process_Date: 202106 Process_Step: Process_Description: 3. Review and Classification. Shaded relief QC products were distributed to analysts for review. Analysts placed polygonal calls identifying anomalies categorized into building, bridge, pit/spike, bunker, ridge, and other. Building calls drove manual reclassification of points from ground to unclassified using ERDAS Imagine and Safe Software FME. Pit/Spike calls were addressed through automatically reclassification by statistical means which explored for data outliers falling outside of three (3) standard deviations from the mean surface. A feedback loop at the end of the review and classification process provided an updated shaded relief image. A second analyst verified all calls to ensure correct classification. Process_Date: 202107 Process_Step: Process_Description: 4. Breakline Classification. Sparse breakline data was integrated for use in classification of point cloud data. Breaklines were used as reference to classify water (9), Ignored ground (near a breakline) (10). For waterbodies, extracted breaklines were conditioned to the LiDAR elevation using a review of contours and shaded relief imagery. Process_Date: 202108 Process_Step: Process_Description: 5. Derivative Product Develpment. From the final classified point cloud data and develped breakline information, several derivative elevation products were developed to include LAS/LAZ, DEM GeoTiffy, Contours, and surface visualization data.
