Abstract:
Between December 5, 2016 and December 29, 2016, light detection and ranging (LiDAR) data was acquired over the entirety and adjacent areas of the City of Lubbock, TX including Lubbock County. The project area covers approximately 1,200 square miles of urban, agriculture, and plains areas. The LiDAR data were acquired to meet a US Geological Survey (USGS) Quality Level 2 (QL2) standard. LiDAR acquisition was captured under normal ground conditions. The LiDAR acquisition platform for the project was a turbocharged Cessna 206 equipped with an Optech ALTM Orion H300 LiDAR sensor, collecting multiple return x, y, and z values. This classified point cloud LiDAR dataset was developed from the acquired flight line strips. A single series of these classified point cloud data were created per the project tiling scheme — City of Lubbock grid (non-overlapping, edge-matched 2640’x2640’ tiles). Classified point cloud datasets for the project cover 4954 individual data tiles established for data processing and deliverable purposes.

The purpose of this project is to support activities throughout the City of Lubbock, including but not limited to Urban, community and regional planning, project and infrastructure planning, project reporting, floodplain mapping, stormwater management, vegetation analysis, change detection, and impervious surface mapping

Point cloud data set were collected from LiDAR (Light Detection and Ranging) and very large scale aerial photography for orthophoto rectification and feature interpretation of ground and non-ground surface data. Both automated and manual interpretation of these sources contribute to the classification of the point cloud.

Deliverable data tiles were inspected to ensure complete terrain data coverage to the extent possible with overlapping LiDAR strip data within individual tiles. 2. Production Staging. Analysis of point cloud data was conducted to produce full production tile sets. This inventory step ensured that overlapping production tiles were considered to provide for a consistent production tiling scheme without overlap. Once a production tiling scheme was organized, a full set of quality control (QC) shaded relief products were derived from the initial automatic classification using Geospatial Data Abstraction Library (GDAL) Utilities. Data processing priorities were established to initial focus on urbanized areas.

3. Review and Classification. Shaded relief QC products were distributed to analysts for review. Analysts placed polygonal calls identifying anomalies categorized into building, bridge, pit/spike, mine, ridge, and other. Building calls drove manual reclassification of points from ground to unclassified using ERDAS Imagine and Safe Software FME. Bridge calls drove establishment of breakline features and subsequent manual review to ensure correct classification of all ground points around breaklines and bridge decks. Pit/Spike calls were addressed through automatically reclassification by statistical means which explored for data outliers falling outside of three (3) standard deviations from the mean surface. Polygonal ridge calls were used as a data clipper to clip out relevant sections of the point cloud for reclassification of the section using ERDAS Imagine. Once the ridge segment was reclassified in ERDAS it was merged back into the original production classified point cloud. A feedback loop at the end of the review and classification process provided an updated shaded relief image. A second analyst verified all calls to ensure correct classification.

Breaklines were used as reference to classify water (9), Ignored ground (near a breakline) (10) and bridge decks (17). For waterbodies, extracted breaklines were conditioned to the LiDAR elevation using a review of contours and shaded relief imagery.
